The goverment has a vested interest in keeping adictive drugs illegal to stave off an addicted and lathargic workforce. That was one of the ways Britain was able to invade China because they introduced opioum into the populace to passify the Chinese. When someone will be able to justify making a lot of money on marijuana, then it has a chance of being legalized. :)
