I like the idea about taxing cigarettes and hoping the amount of cigarettes purchased would decrease because of elevated prices; but let's face it, people want what they can't have AND shouldn't have... it is human nature to be stubborn and rebel. In the case of cigarettes, nicotine addicts would stick it to the man and say "keep raising the prices; I'm still going to smoke my life away!"</description>
